It's the best so far. Perfect? Nothing ever is.
I think it's gonna be a love/hate relationship with the security features. The good news is that they do a MUCH better job of keeping you protected. The bad news is some of the things you used to do easily now require you enter passwords and verify that you want to do it. This helps prevent 'stealth' software from being installed on your machine, but gets annoying sometimes. And improved security imho is the biggest thing Vista brings to the table.
Reliability is much better, pretty much the entire code base was 'cleaned' and potential crash areas either removed or made to fail gracefully. Spotless? Probly not, but a grand sight better than earlier releases.
User interface is pretty. Glass is pretty. Search is pervasive and very fast. Most common stuff is easier than ever to get to. More setup wizards, better help, etc. However, you need a good machine to get the best video, and some less commonly used stuff is harder to find than it used to be.
All in all, yeah, I'm upgrading my home machines as soon as we release a Decal that works with it.

We're getting 3 free days off that don't count as vacation...Basically the whole week of Thanksgiving.
Plus a release party on campus Friday afternoon, and and even bigger release party downtown next week.
Yup...Celebrating!
