Hellraisah: That's just a crutch and a band-aid..
I'd rather FIX the problem than attempt to have people keep working around the issue. All you're doing is prolonging the problem. It could be symptoms of worse problems, and if you can't download them now, what's to say you'll be able to download files later...
If there are changes to the download system, how can you expect them to work if you can't get the CURRENT system working?
(not saying that it's your fault it doesn't work, but you should attempt to correct the problem rather than just band-aid it every month).

Download Failed.

what happens when you attempt to browse to http://update.decaldev.com/updatelist.xml in a browser?
also.. do you have a firewall or any antivirus software potentially blocking Decal? (Remember, Windows XP SP2 has a built-in firewall that needs to be checked and possibly configured to allow Decal)
Do you have any download managers that could also be interfering with the downloads?

OK I got them I thought my firewall was off but when I disable my firewall it turns right back on when I close the browser so I just disabled it and left it open while I downloaded.

The best thing to do would be to allow Decal through the firewall as an "Exception"... then you don't have to disable it to download.
If you disable it, you're leaving yourself vulnerable to other attacks... by allowing just DEcal, you don't open yourself to outside vulnerablities.

hmm I think I just did I dont remeber telling firewall to block decal but it had it blocked anyway. I clicked update agian and it seemed to work fine. We will see if it works next month

If you wanted to test, you can always delete the .xml files in the Decal 3.0 folder and click update again. It should re-download them.

Mine is not updating either....it gets stuck on the Updating Decal Components screen...do I need to uninstall and reinstall decal?
Edit: Because I can't spell today, also no firewalls blocking it
2nd Edit: tried to uninstall and reinstall decal and now it's saying I don't have Direct X9....tried 3 times even updated direct X...4th time it's working so I"m crossing my fingers this will fix it
Nope still won't update Guess I'll try again later.

hmm I think I'm just gonna give up for now. I keep getting this message about the direct X

the error comes from trying to reinstall decal...When I go to microsoft to update Direct X it says I have the most current version. Got decal to reinstall but still just sits on the updating decal components page where it says downloading 1 file out of 1.

I don't think the download issue and DirectX issue are related.
If it is failing to download the updatelist.xml, then there is a connection issue.. (which seems firewall related) but is different from the other guy's issue.
Are you able to manually go to the URL I listed above (the decal site for the updatelist.xml file)?
If so, does it read the file properly?

Decal Utilities 3.0...I opened that and there was an auto update xml button...I pushed that, it updated and now it works

Those 2 things do IDENTICAL updates...
which means that if Decal isn't working with the Update button, then something is specifically blocking Decal from updating.
Glad you got it working in either case, but I'd attempt to figure out what the DenAgent problem is and get it rectified.

Just my experience to add. Decal update button didnt work. Update Utility didnt work. Firewalls ruled out. Manually downloaded 5 files but decal didn't recognize them (probably a simple miss there but I didn't know how to 'install' them so that the red x's turned into checkmarks in decal. Read your comments on a .net 2.0 conflict. So I uninstalled .net. I was then able to use the update button in decal fine and it updated. Reinstalled .net 2.0 and I am now good to go. Couple of reboots were the only time consumed.
