Hi, if anyone is able to give a hand with DirectX, it'd be much appreciated I can't run Decal until I can somehow fix this DirectX error.
After downloading dxwebsetup.exe ( http://www.microsoft.com/downloads/details.aspx?FamilyID=2da43d38-db71-4c1b-bc6a-9b6652cd92a3&displaylang=en ) in both Mozilla and Internet Explorer, I get the same error: "DirectX Setup: An internal system error occurred. Please refer to DXError.log and DirectX.log in your Windows folder to determine problem."
DirectX.log shows this:

In the temp folder that it refers to, there is no file/folder with the name of IXP000.TMP nor dxwebsetup.inf
I have tried installing the file in safe mode, redownloading the file in different browsers (thinking it may have been Mozilla's download interface). All games (Titan Quest, Warcraft III: TFT, AC without Decal) work perfectly fine.
I'm not sure where to begin. If anyone could help me either via PM or this thread, it would be very appreciated! Thanks.

Not sure if it was neccessary, but that's the export info from Decal. And yes my videocard drivers are from 8/04... I also have been having trouble upgrading to the latest ATI drivers, even after completely uninstalling and reinstalling the Video Adapter from the Device Manager list

Judging from all of the old plugins you have installed, I'd start with a clean install of Decal.
You can find instructions at http://forums.acdev.org/phpBB2/viewtopic.php?t=3445 on how to do so.
Also, the dxwebsetup will not necessarily install the needed components, but they should be installed (if needed) when installing the latest version of Decal.

I did a clean install of Decal... And it still won't work because of the DirectX. I get this error from the AC client when I boot it up with decal: "acclient.exe - Unable To Locate Component: This application has failed to start because d3dx9_30.dll was not found. Re-installing the application may fix this problem."
When I try to install the latest version of DirectX, I still get the same error as descriped in the OP.

hhm a Few Suggestions
First UnInstall Everythign to do with Decal/pluggins
Try Running Disk CleanUp Check everything except Compress and Catalog, then run it
In your Browser Clear all cache and temp files,
Check you Folder Options, on View tab make sure show All Files is selected and check
this folder again
C:\DOCUME~1\Owner\LOCALS~1\Temp\
if you can see that folder/file that is errering try to delete it
if it wont delete, try booting safe Mode and deleteing it.
If You still Cant install/update DirectX
In Add/Remove Programs check Show Updates and remove any DX related hotfixes
reboot and run Windows Update
As a Last Ditch Run CCleaner, let it Fix all registry issues it finds

Do you use a Download Manager?
If so, try without.
If not, try with.
Also.. maybe try an alternate download.. I've listed one on the Decal Forums a few times.. I'd have to dig up the link though so ... *shrug*
just do a search by User for Drakier and then look for posts dealing with Decal Setup and/or DirectX

I dont see as why you would need the Windows CD to run that program.
Unless Windows File protection errers are coming up, those you should be able to just bypass.
Also if you have an OEM Computer (Dell, HP, eMachines, etc) the Installation files are probably on the harddrive. Do a File search for ( i386 ) then just point it to that folder wherever it is when it asks for the Windows CD.
Another thing you could try is to install DirectX with the Full Install Download Here

Its 52mb but should bypass any problems with temp files the websetup is having.

XP Home or Pro?
Last Idea and I dont think it will work but worth a try
XP Home Boot into Safe Mode and login as Administrator and try running the redistributable package
XP Pro - Try right clicking on it, choose - Run As - Administrator, you'll need the password
I'm outta idea's, See 2 options left. Call MS Support, dunno if that will cost ya or not
Or Wipe you drive and do a Re-installation. Where as you dont have a windows CD th is can be pain, tho there are ways to build one if you have a I386 folder somewhere on your HDD
Altho to be honest is doesn't sound like you have the skills neccessary, Know anyone local who would? At this point a Re-Installation is my strongest recommendation

XP Home I tried running safe mode for the DXwebsetup and running that, but haven't tried it with the redistributable package yet, I'll give that a shot in a sec.
Edit: Just tried installing in safe mode and it gives the same error ( http://img522.imageshack.us/my.php?image=dxerrorlo5.jpg ) as before
Trying to avoid doing a reformat just to use decal, heh..

If I uninstall Decal and then reinstall through the latest link on the site using the "Complete" install option, everything installs just fine and I get no errors. However, with decal open even with 0 plugins (Other than DCS), I get this error when starting AC:

But if I don't have Decal open, I don't have any visual errors in AC or any other games... DirectX doesn't appear to be faulty in that sense, just that I can't seem to upgrade to the April or June drops of it

hhmm, I believe the latest Decal is supposed to check/install all dependencies. Not 100% on that tho
Its possible the file is Installed but not registered correctly
Try doing a File search for that file, should be located in $:\windows\system32
Version # 9.12.589.0
MD5 E415862612E65F10D7D888443ECD7594
It may be possible to manually register it. For that I leave you to our wonderful Devs.

At This Point I'd say re-install windows..
Did you ever do a search for I386? should be a folder with several hundred files in it.
Some OEMs change the name of the folder tho, so If you cant find that search for UNATTEND.TXT
Again there sould be several hundred files in the folder with it
