I'm sure this has come up, is there a decal plugin that does this? Have commands that will log off your current toon and log on the requested one?
Add tags like Armor, Salvage, Rares, etc?

- The only player that can force the bot to log onto another toon would have to have a trade window open.
- Settable time limit between relogs (5m default).
- Option to add players to a black list and not have the ability to use the bot.

i'd say no.
Although I've seen someone accomplish that effect by modifying "dibbot" to log their chars on and off and activate the "mule trade it" bot.

You realize that last I heard Dibbot is broken atm due to Skunkworks current issues.

This doesn't seem like it would be that hard. The portal bot currently logs in multiple toons.
Maybe combine Trade It! and the portal bot. Give it commands to summon a portal like Epics, Set, etc. to log the guy on.
Just need a way to start Mule it!
