They also stated they're "not always the only option." This indicates gasp other options for aid that are available. Obama could probably override it by declaring a disaster, but if FEMA says it's not necessary, why should he? Besides, it makes no mention of when the letter was sent, whether Obama had gotten it already, and whether or not he'd made any choice regarding the matter.
