On one of my accounts it let me pause it, on the other it just gave me an option to turn it on or "no thanks". If you clicked "no thanks" it just took you to the google homepage. Do i have to turn it on to pause it? (probably a really stupid question lol)

i definitely think we need consumer protection laws that allows us to safeguard/protect against info collection....there needs to be a guaranteed opt out clause that isn't conditional on the product's use...
