So I have the rule for looting cloaks in my vtank classic looter but I am not sure how to make it so it only picks up level 4+ cloaks. If anyone can help that would be great. Thanks.

When ever possible, avoid red requirements infavor of white requirements. Red ones require a full ID process of the item in question and is slower.
Using the IconOverlay as described in the documentation is more efficent. =)
