My garage door is stuck. The door opens about 4 inches, then stops, doesnt want to go up any further.

*Sounds like maybe you do not have an auto opener, in that case possibly swelling due to global warming, or just climate changes.

Sounds like something is obstructing the chain/belt/screw drive lifting mechanism. Or, perhaps something tripped one of the automatic stop sensors.

Pull the manual disconnect lever and attempt to open it yourself. If it still gets stuck look in the track for anything that may have slipped up in there like a washer or something.

It is a automatic opener, if I lift on the door really hard it will open all the way, if not it gets stuck after a few inches. Tried the child saftey sensors but they seem ok, nothing blocking the tracks that I can see.

sounds like the track is bent...look at the track were it stops something could have made the bracket of the track bend and throw off how it is suppose to allign

Ours recently got stick like that (went about 3-4 feet up and then stopped). We pulled the cable out so we could lift manually. Ended up having to call someone out and we had a whole new box/chain put in. Not too expensive but it wasn't anything we could fix on our own. Sorry. GL.

if it goes up a few feet and it get stuck even if you manually open it its nothing to do with the opener or the safety, its most likely the track that's been bent some how or the bearings inside the track that have gone bad, or you have ice built up inside the track and its some how causing a blockage.\ also if your track is bone dry some grease could fix it.

There are stop levers up on the drive track that stop the door from going back too far on the track and keeps it from pushing the door down continually onto the the garage floor. One will be up front by the door in the closed position the other back by the door opener motor. On my door they look like wire levers mounted on plastic housings. There have gotten thrown off alignment before which messes up how far the door goes up or down. Did you check those? Alternately it could have just died, though it doesnt seem old enough given the relative age of your house when you posted picks from the purchase. iirc. Installing a new door opener isnt a big deal. I replaced mine last spring in about two hours. If you have to buy a new one, get a screw drive opener. Easy install and no chain to mess with.

Did you look at the springs? Also there should be adjustments on the opener for how hard it pulls up/down on the unit if it's newer. You could try tweaking those, although I sort of doubt it will work from what you're describing.
