We may not agree with how the board shutdown was managed, but
we've done what we could to preserve some of its history in
lieu of that.

If he/she has decided on those items then about the only thing left is the mainboard. Everything after that is basically fluff. Get at least a 700watt PS and harddrive(s) and your golden. I havent kept up with the mainboard series for the i7's but I'm kinda partial to WD harddrives. I have a 1TB and a 2TB that have been flawless.
Is there a budget of any kind?

Haven't really looked too closely at this yet. But I'd definitely look at the Z68 motherboards instead of the P67. Z68 is basically fixes the P67's shortcomings.

yea i saw that you posted it on another post so i started looking at the z68 instead. plus if it was me i wouldnt get the 6950vidcard i would rather get the 560 or something like it. i just dont know which is better lol the 560 or the 560ti. thatll save a 100 bucks or so right there. which i would use toward an 80/120g SSD. he has 1600 to burn but im tryin to help him so hes not wasting the money. i want to make she he can move forward and not have to rebuild so much later on down the road.

The GTX 560 TI is on par with a 6950 1GB. The GTX 560 is on par with the 6870.

Not much price difference between the 560 TI and 6950 1GB. About $10. You had linked the 6950 2GB earlier, which is more expensive, but has twice as much memory. For most, 1GB of enough video memory right now as long as you are not using a 30 inch monitor or Eyefinity.
