Installing .Net 1.0 Final on Windows 7? (Decal Question)

I have windows 7 32bit. I installed decal and then some programs. Open AC and it crashes. I uninstall everything re-install AC. I put AC in C:\Games\Turbine\Asheron's Call\
I put Decal in C:\Games\Decal\
Decal had a lot of DLLs that were blank, so I deleted them. I then went and updated... 10 times... and it still says I have out of date files.
I look at the installed services... They all have check boxes but "Version 1 Plugin Surrogate". It has a red X. I cannot turn it off, or remove it.

Someone pointed out that I need .Net 1.0 Final, but I cannot seem to find a version that is compatible with Windows 7

You have .net 1.1 installed and it is fine. The surrogate that is red is how it is suppose to be. Do not try to delete it because its used to verify that no one tries to install a decal 2.0 plugin.
How far do you get when you launch AC? Do you get to the character selection screen or further?

Acclient crashes as it's trying to go into full screen mode. I get a big black box on my screen, and then windows attempts to find a solution

I tried that, then I went and disabled everything I could and still got the above error.
Also, some additional information:
I installed ACDC and when I start it I get this error:
Every time I start ACDC this pops up. I can go to performance counters myself and start my own performance counter if I choose to.
Also, when I update Decal it always says there are updates available.
Anyone have any ideas?

Go figure, AC Works perfectly fine with decal no trouble install on my laptop, but desktop still has issues
