The subject is the error I get when I try to load up AC, not even with decal loaded.
I can find where to download the .dll but I have no clue where to place it once I have it.
Any help will be appreciated.

Its located in the AC program folder .....
But that being said, I'm not sure if that was a file downloaded at a later date from AC/Turbine ... or was it a file not installed during the installation of AC?

Quite likely registering the dll will help.
Usual warnings about "backup your system", "use at on risk", etc.
Open a command prompt (in admin mode if you use vista)
Change to the directory where the dll is stored.
Use the regsvr32 command.
REGSVR32
Register or unregister a DLL.
Syntax
REGSVR32 DLL_Name
REGSVR32 DLL_Name
Key
/u Unregister Server.
/s Silent - no dialogue boxes.
/c Console output.
/n Don't call DllRegisterServer
/i Call DllInstall (or DllUninstall if /u is specified)
Command_Line An optional command line for DllInstall
Shouldn't be more complex than typing:
Regsvr32 msvcp70.dll
