Crown, look in you decal 3.0 install folder, you will have a Decalutil program with a icon just like decal's, shut decal off and run that and you should be good.

I just put this page together: http://decal.acasylum.com/updatelist
It should let you manually download the latest version of Decal's XML files, and uses a couple of tricks to try to prevent caching.
