This all started when I "upgraded" my graphics card from ATI to Nvidia. For the most part, I am happy with Nvidia, it has allowed me to play Bioshock (a good FPS, which I like), but anyways.
When in AC, and only AC, if I have a panel open, such as my packs (F12 key), I get these flashes either in the extreme upper left corner of the screen, or on the right side, but next to the newly opened Panel, does not matter if its the char options, map panel, pack etc. When I go full screen (panels closed), the problem goes away.
I am fairly certain this is due to a graphics issue with my new card, a setting I need to adjust, possibly in AC. I have done that, but to no avail, thus I am turning for help here
Yes, I am running Decal, I have not tried it without Decal running, guess that will be next.

Just as a guess on my part, try turning off some of the HUDs that you have on.
As I understand it, Decal is graphicly massively demanding currently.
Its possible that the HUDs are eating up much more memory than they should, and when you open your main pack its fighting over graphics memory.
Or I might just be insane... we've considered this before.
Try it with decal off, and if the problem is there... you might need to play with drivers and directx, but if the problems not there then my money is on the Huds that your displaying.

I get the same annoying issue with and without Decal. It's an issue that has been posted on the turbine forums but it seems to be isolated to a select few Nvidia chipsets.
I have an 8800 gtx, not overclocked and water cooled so it's not a heating issue and latest drivers so it's not that either.
Not sure if it's Turbine issue or just some weird bug with Nvidia driver but by 7800 gt didn't have it...who knows.

Try rolling back to an earlier set of drivers.
I updated a machine at work my boss plays EQ on and some other employee's play WOW on...
they were none to happy with the results.
EQ on login said you have drivers newer than xx.xx set... think about rolling back.
The WOW boards are full of people complaining about lag locking up crashing and other weirdness form their driver sets and the big advice is to roll back considerably far in the line to a more "stable" driver.
81.98 seems to be a good spot...
78.01 is suggested if 81.98 isn't good
they talk about other settings to tweak, but i didn't save that portion of the information to the text file hanging out on my desktop.
the newer drivers might work better for newer cutting edge games, but it seems that older games are being forgotten about in the rush of bigger faster stronger better...
as always YMMV and just because you have super card doesn't mean you need to crank everything up to high

We have similar issues with our simulators at work.. (16 visualization channels) All nvidia graphics cards.. (Very graphics intensive simulator)
The simulator programmers told us that we're using too many textures, and we need to tone it down, or get better graphics cards.. Funny thing is, we just bought brand-new nvidia cards for all of them.. Hmm...
Unfortunately, our simulator will not run properly with ATI cards.. for whatever reason.. But Oh well... I prefer ATI, but it seems I must deal with nvidia as well.

You seem to know a bit about graphics cards, but I assure you, these are definately within the specs of our simulators.. And if we had to switch to macs, I'd probably quit this job. :P
The issues I am having are not necessarily graphics card-related.. The developers of the simulator software don't do things in the most optimal ways.. A crash here, and a crash there.. Tug boats riding into the back of a ship that definately has a sensor.. And they reply, when asked, 'It is unreasonable to expect the simulator to do these things.'
Ahh well.. I wish this school had more cash flow.. Then we could afford better. :P

back to the topic...."flashing/ghosting" this is normally a sign of driver issues wich it looks like has been figured out, i guess you will need to try dif driver builds till you find one it likes, ive never had an issue with nvidia so im not sure why your having problems unless your running vista, thats a whole new monster.
the only other thing i can think of is...making sure you get rid of all the ati drivers and software that might conflict with nvidia
and Verrigan if the graphics are up to par then iys most likely its the software or networking

You're not alone with this one. I have an 8800GTX nvidia card with the same issue. Probably a conflict with the drivers and AC. all of my newer games run great, including online games. LOTR, Vanguard, Tabula Rasa, etc. Wish it could get fixed. I'm considering building a new machine just to play AC Silly I know

It's definitely either a chipset or driver issue. There are too many people experiencing the exact same artifacts who have otherwise stable systems. FWIW I've experienced it on both XP and Vista. If I get time tonight, I'll track down the very first 8800 series driver for XP and see if it's still buggy with that one. Also FWIW, my friend who is a video card nerd told me that it's known that the 8800 doesn't play nice with many old games with lower rez textures. The Unreal 1 Engine based games w/palletized textures, and the original thief come to mind.
I will look into riva tuner tweaks if I get time.

this is why i dont run out and buy the latest and greatest, i wont buy 8 series till the 9s come out... i have a brand new AM2 FX-62 cpu sitting here collecting dust till i see the price on the board i want go down, i think if i wait a another month it will prolly come down in price a good bit, i just missed an $80 rebate on it

I went back to the very first 8800 driver - 97.02 and the bug is still there.
Has anyone heard of an 8800 user that doesn't have this problem?

Egads... this is a bigger problem than I first thought.
Does everyone have the exact same graphics glitch as we see in the screen shot?
Okies... someones tried rolling back drivers and that failed...
Ok here is the questions I will regret.
Question 1 is do you have the problem...
Question 2 driver version
Question 3 Please post your ingame video settings as well as your regular video settings in windows.
AGP, SLI, PCIe etc...
This is alot of data I know... but I don't have an 8 series to play with.
What I can do is try to find whats the same and whats different, and make semi educated guesses of the next step to try.
Please ask in @a and @cg on your respective worlds to see if you can find another 8 series user. See if they have a problem, if they don't I REALLY would love to see their settings and driver info posted here
I'm not promising I can fix anything, bring your dog back from the dead, walk on water, turn koolaid into wine
But I can try looking for a common thread... and try to find a solution.
Has anyone tried any of the "nonoffical" drivers that gamers have tweaked out?

You really should find out how to toy around with direct x settings. I bet it's a simple setting they enabled for stunning graphics, but it screws over old games.
Ya think that just MIGHT be it? That site I handed you above... that's one of many great sites. Also... you could try posting at www.guru3d.com. They have some awesome support forums there. Maybe they can see the issue and fix it right away... or maybe if you search the forum... you will find a fix for your "bug".
It's not the card. It's a setting in the driver. The driver is universal. You put it on your system, the system reads for a profiler that tells it what opens to enable and disabled based on model of card.

I ended up canceling my account because of this issue. the spare 6600 that I put in as a 2nd card just couldn't keep up with my LCD's native resolution, and I couldn't really justify buying an ATI after spending $350 on my 8800gts that works fine in the rest of the games I am currently playing. Hopefully they'll get this issue sorted out soon. When they do, I will be back.

I have gotten the beta drivers and it has helped, has not solved the problem 100%, but it has toned it down quite a bit.

Possible Fixes:
Step 1.
http://downloads.guru3d.com/download.php?det=1655
Cleaner for drivers for ATI/Nvidia. Use this tool to remove all traces of
old drivers. Reinstall new ones directly from Nvidia or ATI site.
Step 2.
Check Hardware Functionality:
A. Try to remove and re-seat the card, ensuring no dust or particles/hair
get's into the slot when you insert it. I suggest compressed air on both
the card's slot connectors and the slot itself.
B. Check your BIOS SETTINGS, see if something is enabled or disabled that
doesn't need to be. (Check your motherboard manual or consult help from
the manufacturer of card.) If it's under warranty, the help should be free.
If not under warranty, then I suggest you call and attempt some sort of
technical support from the manufacturer.
C. Check for heat issues. Is the fan spinning? If it is are the ram modules
hot? Is the heat sink on the card itself hot?
D. A couple other things:
What causes vertical colored lines on a monitor screen?
Answer
Either the monitor is going bad or the video card is going bad. If you can
get your hands on a spare monitor, try swapping it out and see if the lines
are still there. If they are, then the problem is with the video card.
You'll want to replace the video card if that is the case.
Answer
Ram modules can also cause vertical lines on a monitor.It's hard to believe
but i have experienced it multiple times.The ram is detected by the
system,yet the display is corrupt.If you open up the pc and touch the ram
modules the lines go away.This is very rare yet a possible cause and easily
overlooked.
Answer
The video card could be over heating which causes what you are seeing,
lines can also be called "Artifacts". Try opening the side of your case and
see if you see these lines. Also, it could be a driver issue, try cleaning
out your drivers using Driver Cleaner, and reinstalling the appropriate

If you have another computer, if the video card is a expansion video card
(Meaning you have it in a PCI/AGP/PCI-E slot) try it in another computer to
see if the problem persists, if so your card is probably bad and needs to
be replaced.
E. Are you getting proper power to your video card? Check to see if your
power supply is the culprit. Sometimes a cheap power supply or a dated one
even can cause these issues.
F. Heat issues are the #1 cause of artifacts and striping. Check your
temps! A digital thermometer for say an oven would work great. I wouldn't
suggest borrowing it unless you get parental permission first or buy your
own.
Step 3.
Check your monitor and video card settings.
A, First learn how monitors work. Trust me it helps.

B, Check refresh/vertical sync rates. Most monitors and cards can run at
75hz without a hitch these days. Higher is usually better! VSYNC is a huge
problem what what is called "Tearing". Programs like Rivatuner can enable
these fine tooth settings.
C. Check direct x settings. Goto Start/Run and type "DXDIAG" in the box.
Hit OK/Run and then goto your Display tab. Run both tests. Do you get white
lines?
