Decal Bar wont show up IG

Ive tried uninstall and reinstall. looked on the forums and tried everything I could. I must be missing something. The Bar just wont show up. Please help and thank you.

Install the latest ACDualClient, run it once, then uninstall it if you don't want to use it anymore.
You have remnants of an old install in there still.

Yea it is... Anyways after trying to use your site I tried to Repair AC cause I was getting an error that my version was out of date, even though I had just reinstalled it, also when trying to start Decal. After I repaired it everything works fine. Didnt have to install DC.
