Decal problem can you help?

I keep getting the same message when i try to install: set up has detected the file 'c:\docume~1\fredfl~1\temp\vsd7.tmp\dx9\dxwebsetup\exe'has changed since it was initially published?
Im at a lost at what to do. I looked at the decal forums but didnt see any thing related.
This is decal decal alfa 8 im trying to download.
