EDIT: Ran decal on other computer just dont remember what all i need and where to get it.

nope just all the plugins have red x's yes updated ac, yes updated decal
Its also saying missing surrogate on some plugins. and where would i get those last 2 uninstalled .net frameworks. anyone able to gimme exact addys?

You don't want the Beta framework, and you don't need the 1.0 framework.
If you're not getting an error, and only having problems with the red x's, then it sounds like your killbit file isn't correct... your memlocs file is right, so it seems very odd to me that the killbit wouldn't be.

hmm... try downloading them manually from http://skunkworks.sourceforge.net/misc/updatelist.php and save them to the Decal 3.0 folder by the names specified after the links
