Considering that Hazradi has not left, nor stopped working on the development of Decal, I personally see no reason for anyone else to "pick up the project". Perhaps he hasn't had time to work on it, perhaps the features in it have issues with Decal 7 and the way it draws items on the HUD. IIRC, this plug-in would draw health bars above creatures or people, it could very well be that function is no longer the same in Decal, or perhaps not even possible with the current build.
Hazradi was very busy a few months ago, I do know, perhaps now that it is summer he may be able to work on it, he was working on an on-screen fellowship panel type of thing back in May, but had not gotten to the point of a public release.
In the mean time, the AC fellow panel works quite well for monitoring fellows' health.

Exception also displayed what vulns you may have cast on mobs. So it was great to be able to vuln and imp in VOD as you could visully keep track of which ones you had already hit. The health bar was great too as well as the floating damage numbers. Player's names were displayed as well, but AC takes care of that now.

Target Info and Alinco both can display vulns on mobs or on characters.

Exception would also put portal names in the HUD and had various filters.

Alinco does all of that and much more. I suggest looking into some of the other excellent plug-ins that are out there, Alinco, AgentZ, Target Info, etc. Go look through them on Suca's site.
