Cannot download DirectX from Microsoft - anyone else getting this?

Been driving me nuts all day. I installed Decal 3 Alpha 7, which should install d3dx9_30.dll during setup. I saw no error message, assumed all was well. On Decal launch I get an error message, "d3dx9_30.dll is missing" etc.
So I go to Decal home page and download DirectX Update (dxwebsetup.exe) and run it. I get an error message during DirectX install, "Setup could not download the file. Please retry later or check network connection.". If I go directly to Microsoft's DirectX site I get a "Page Not Found" error which tells me their site is actually down.
Completely turned off all firewall/AV/spyware programs and still nada. I sure wish I knew if anyone else is able to sucessfully access this site and install DirectX. What the hell else could it be on my end? Or is a hub between me and Seattle down?

ewww, my link command didn't work too well.. it did earlier today...
anyhow, yeah I just went to their website just now to grab that link. I didn't try to download it, just got the link.
Not sure man... but I know the decal installer kicked my butt with that, and I had to get the whole thing to make it work.

I'm really not a gimped n00b but...maybe I'm just tired...
I went to that link - again - I click Download - two new pages open - one is the standard no page found:
"The page cannot be displayed
(yada yada)
Cannot find server or DNS Error
Internet Explorer"
The other is:
"Thank You for Downloading
DirectX End-User Runtimes (April 2006) Full Download"
which is just hilarious because I got nothing.
Gotta be something on my system but you know? I download stuff all the time and why this, now?

Hmm well I can't download ANYTHING from Microsoft. I click on the validation button, no problem, I hit the Download button, poof straight to the Thanks for Downloading page plus the blank error page.
still searching for a clue on MS Knowledge Base...

I'd try deleting all your Internet Cache/Temporary Files and cookies, see what that does. My IE is horrible about wanting to load from cache instead of actually TRYING to look for a newer version of the file. Then again, I'm still on dialup and have just about every dialup accellerator known to man on this pc (whihc, doesn't help much oddly enough).. so I'm a cachin' fool.
If that doesn't work *shrug*. Maybe try to DL it from another PC and burn the file to a CD or flashdrive?

Well at 2:00 AM last night I finally found a DirectX 9.0c Jun 2006 redist - the 52Mb package, on File Hippo. All is well. What a huge waste of time.
But I still cannot download anything from MS, it's not a DNS problem, it's a nightmare is what it is. I want my IE 7 beta with tabs!
