I believe the key reason why man was able to take over the world is that we are by far the most highly adaptable to weather / environment conditions. I'm having a hard time thinking of any other animal on Earth that even comes close to us in this regard.

They are decent for a lower life form but they will never be the masters of their domain unless they were to become unchallenged which means that something external would have to take out their many natural predators. Also, they have little to no tool use and no communication skills other than rudimentary basics.

I don't think any rodents have the chance to take over with humans around.
Around the Pre-cambrian? apparently a shrewlike mammal was a predecessor to all of the larger mammals once dinosaurs were out of the picture and they were able to differentiate and fill all the newly empty niches.
I think at this point with the bird variety being what it is, if there was a rodent explosion somewhere you would just see a boom in the predatory bird population to balance it back out.
If anything is going to knock us out of top dog status, it will probably be bacteria or fungus.
