But should the people of America once become capable of that deep simulation towards one another, and towards foreign nations, which assumes the language of justice and moderation while it is practising iniquity and extravagance, and displays in the most captivating manner the charming pictures of candor, frankness, and sincerity, while it is rioting in rapine and insolence, this country will be the most miserable habitation in the world; because we have no government armed with power capable of contending with human passions unbridled by morality and religion. Avarice, ambition, revenge, or gallantry, would break the strongest cords of our Constitution as a whale goes through a net. Our Constitution was made only for a moral and religious people. It is wholly inadequate to the government of any other.

On July 14, 1798 President John Adams signed a bill called the Relief of Sick and Disabled Seamen and it was passed by the 5th Congress that authorized:

A purchase or payment or Payroll deduction, call it what you like, through the deduction of twenty cents per month in seaman’s wages for a “Medical Care Fund” to take care of their sailors who were disabled or sickened.

It appears there is a long history of a medical need that dates back to our earliest days and a mandate was brought into law to cover sailors.

President John Adams was the Second President of the United States and a hero to the Republican party as a spokesperson for moral principals.

The Bill authorized the President of the United States to “make” “induce” “force” call it what you like each sailor to pay a fee to the US government, and through that fund the simplicity of it he created a health care system. Today, it is called medical health insurance for everybody. The fund back then covered all sailors for disease or any disability.

For 214 years ago, in 1798 there was an Individual Mandate and there is currently one in the State of Massachusetts.

Sailors were at sea for months while sick or wounded, with little or inadequate medical care. Wounds festered, tropical diseases wasted them away, they needed weeks or months of medical care to recover. America needed experienced and healthy sailors to crew the vessels that brought the foreign goods to us that we needed. We were a new nation that relied heavily on foreign trade conducted over long distances. This health care plan didn't affect the sailors or help them at all while they were at sea or abroad in a foreign port, it aided in their long recovery.
