The Animal Rescue League estimates Sugar fell between 150 and 200 feet. Wow. She definitely used up a life or two there.

Yup - although there's a tiny bit more to it than that.
As mass reduces so too the effect that gravity can exert upon it. Once you reach a certain size it no longer matters how far you fall - you won't get hurt, as gravity cannot accelerate your mass to a velocity that would be harmful. This is also why really small creatures can lift such massive objects (proportionate to their own body size) - because gravity just doesn't have much to work with.
A rat or squirrel would be pushing it. A mouse? Totally safe and cannot be hurt by falling - regardless of how far that fall is, or what position its body is in while it falls. It can flatten out, or not, and survive totally unscathed.

Cats do poorly at medium distances, like 40' to 100' Once they reach terminal velocity (60mph for a cat), they change position again and do pretty well. There are some cool slo-mo videos out there.
