S.Korean, Russian scientists bid to clone mammoth

http://www.physorg.com/news/2012-03-skorean-russian-scientists-clone-mammoth.html Russian and South Korean scientists have signed a deal on joint research intended to recreate a woolly mammoth, an animal which last walked the earth some 10,000 years ago. The deal was signed by Vasily Vasiliev, vice rector of North-Eastern Federal University of the Sakha Republic, and controversial cloning pioneer Hwang Woo-Suk of South Korea's Sooam Biotech Research Foundation, on Tuesday.

Why do they have to sign agreements like it it some sort of military accord? I'm sure the United States has viable Mammoth DNA as well. Why don't they just clone the thing right now and be done with it? I can't wait to see a live Mammoth, I just hope they don't get sick and die from modern viruses!
