Do seals have a chance drop off all NF mobs or just keep mobs and agramon mobs?

Just mobs from Agramon and keep mobs in NF. Everything from the hub down in laby. Mobs past the milegates in Cathal Valley. I'm not sure on Epic dungeons, been awhile since I played through em'. I think when Summoners Hall got the update a few in there can as well.

Also dragons and Lord Fatty drop them.

If you are solo, Laby or Agramon are typically the best bet due to sheer volume of mobs.
With the right duo, the 13 seal keeps (Ail, Arv, Ren) are doable. With the right trio they are a walk.
With the right trio or foursome, Heralds out on Agramon are doable and most 25 seal keeps are more work, more reward than 13 seal keeps or Heralds.
With five plus toons, you should be aiming for 40 seal keeps and any 25 seal keeps that get in your way.

All of this assumes you are a normal player who has decent to good but not perfect gear, and are not RR9+. If you have those things, you can probably shift the high end up one column, so you'd be doing 40 seal keeps with 3-4 toons, and Lord Fatty or Agramon Lilith with 5+ toons. All you'd get out of 25 seal keeps, Heralds, Agramon, and Laby is the ability to do them faster, not with less toons. Named mobs in Laby are generally good for 0-3 seals, with the lower ones being more like 0-1 and the higher ones more like 1-3. Same goes for NF minotaur relic mobs, but I don't want to encourage relic camping. I hate those afk vermin.

As a final note, if you are not getting PL'd to 50 and are more worried about RR at 50 than how fast you get to 50, do some xp'ing on the lower level mobs out on Agramon. The level 30-40 mobs run about a 3-4% drop rate for seals (Lurking Scroungers are 3%, but their respawn rate stinks, they pull in duos or trios, and call for help. Wait until you can do Lilispawns or Deamhanesses or Quasits). A couple levels of xp in your 30's will net you enough seals to get RR3 when you hit 50 (or enough seals to sell for 7-10 plat, if you prefer).

There are Dragonsworn in NF that also drop dreads but they are not very easy to solo they BAF like crazy and cast DoTs and disease

But if you can solo them despite all that they are nice because like the drakoran in labby they drop both seals and scales. Unlike the drakoran though they also drop broken dragonsworn armor patterns (weapon patterns too but they are as close to useless as you can get with an item) So you are farming 3 different things on one mob type, Not too shabby.

PS also, unlike the labby drakoran, the dragonsworn drop coin.

The mino relic Named mobs in NF drop them as well, not 100%, but 80% i would say. (Hadrians seems to be the most consistent, and easily soloable with any decent tank.)

If you can handle them, the drakoran mobs in Laby, near the crossroads that head to the various dragon zone exits,, are excellent. Seals, and Scales in one stop.
They are red/grape, any can be a pain to get there. I was able to tear them up with a reaver + shambot.
