No.
Pressure treating is forcing chemicals into the lumber by soaking the boards in the chemical solution and then pressurizing it. Those chemicals don't make the wood physically stronger, per se, they make it less susceptible to rot, insects (termites), mold, and waterlogging. Although, to be honest, pressure treated lumber can soak up some water and gets heavy as a motherfker when it's been left outside and rained on - like the 4"x4"x10' posts used in wood fencing that I used to have to haul around...
The reason 2x4s aren't actually 2x4 is that when the wood is "rough cut" at the mill, it might actually measure 2x4 there, but in order to create clean edges and/or square surfaces/corners/edges the boards are planed further, which reduces their dimensions from 2x4 to 1.5 x 3.5 or something similar.
In the "old days" (80 or more years ago) carpenters and builders would get rough sawn wood, that actually measured 2x4, and then they would proceed to plane it to get square, uniform edges/corners, etc.

This. When it was cut, it did measure 2"x2"(or 2"x4", etc...). The lumber is cut to size when it is green, (or in other words, right after the tree was cut down) and it must dry before it can be sold. As it dries, it shrinks and then it is planed down to the final size.

this is sooooo wrong... speaking from working in the forest industry for 8 years... a 2x4 IS 2" x 4" rough. After it is planed down, it becomes the size it is sold. Pressure treated wood does not shrink more than .05 inches.

They cut it 2 x 2, it shrinks from being dried up, then they do anything extra with it (spray the treatment stuff on it, press it for the pressure treated stuff, etc).
Guess I worded it poorly or something, you guys sure do get mad about lumber lol.

Pressure treating has virtually NOTHING to do with the actual size of lumber between when it is "rough sawn" and when it's cut for final delivery.
Non pressure treated lumber is the same dimensions as pressure treated lumber.
Also, the wood drying out has a small bit to do with its final size, but that is negligible - not 25% as in the case of a 2x2 measuring ~1.5" x 1.5"
The "shrinking" is from the rough sawn lumber being planed further, in order to get smooth, square edges and surfaces. This reduces the size somewhat because the rough cuts which have the boards at 2" x 4" aren't all exactly square and/or don't leave the surfaces smooth, but rather with saw marks and/or other potential defects - hence the term "rough" sawn.

Around here, if you want a 2x2 that actually measures 2 inches by two inches, you go to the Amish lumber mill. It's not a good idea to use on a 'modern' home, though. None of the other lumber will match measurements.
