The Obama administration’s proposed defense budget calls for military families and retirees to pay sharply more for their healthcare, while leaving unionized civilian defense workers’ benefits untouched. The proposal is causing a major rift within the Pentagon, according to U.S. officials. Several congressional aides suggested the move is designed to increase the enrollment in Obamacare’s state-run insurance exchanges.

The disparity in treatment between civilian and uniformed personnel is causing a backlash within the military that could undermine recruitment and retention.

The proposed increases in health care payments by service members, which must be approved by Congress, are part of the Pentagon’s $487 billion cut in spending. It seeks to save $1.8 billion from the Tricare medical system in the fiscal 2013 budget, and $12.9 billion by 2017.

Under the new plan, the Pentagon would get the bulk of its savings by targeting under-65 and Medicare-eligible military retirees through a tiered increase in annual Tricare premiums that will be based on yearly retirement pay.

Significantly, the plan calls for increases between 30 percent to 78 percent in Tricare annual premiums for the first year. After that, the plan will impose five-year increases ranging from 94 percent to 345 percent—more than 3 times current levels.

According to congressional assessments, a retired Army colonel with a family currently paying $460 a year for health care will pay $2,048.

The new plan hits active duty personnel by increasing co-payments for pharmaceuticals and eliminating incentives for using generic drugs.

The changes are worrying some in the Pentagon who fear it will severely impact efforts to recruit and maintain a high-quality all-volunteer military force. Such benefits have been a key tool for recruiting qualified people and keeping them in uniform.

The second article actually makes more sense and doesnt claim half the stuff the first one does (for example, the AT one doesnt say that the amount the servicemember will pay for Tricare is going to go up, whereas the first article does).

Some of those changes have already been implemented recently, i think. I know my co-pays just went up, and that a $25 co-pay for a non-formulary drug has definitely been put on because i pay $25 for my Latuda and that is non-formulary.

Yeah well guess what? The amount you pay military members has also "lagged behind" what federal and private employees make. Military gets paid peanuts compared to federal employees, don't have the option of quitting anytime they want, and put their lives on the line for the rest of us who would rather not.

I'll support this when the pay level for all military members can actually compare to private sector employees. When you figure in the hours they work and the job they have to do, even when factoring in the benefits- it still sucks.

Many military members tolerate the pay inequality for the medical benefits. Over time, it is a valuable benefit and has long been a big reason for completing a career. Changing the rules, especially if they have no intention of grandfathering, will absolutely be felt as members leave the service in search of better options and recruiting takes a hit as a career loses much of its luster.

It is a volunteer service remember if they don't like it, leave.

They get that chance every time they re-up, but then again they get a bonus.

It is about time we cut our military in half, it would solve our budget problems totally.

They are beginning to and will continue in much larger numbers if this all gets passed. While we can certainly stand (and in fact need) a force reduction, you need senior leaders to stick around. They will be the first to go under this scenario. If the problem with that isn't obvious...

Not everyone gets a bonus when they re-up, in fact, I would say a considerable amount do not. I doubt many understand the reason for the bonus anyway. It costs the taxpayer FAR less to give an experienced, skilled rating a couple thousand dollars than to bring in a new recruit and train him as a replacement. It's simple math.

I am a very strong supporter of cutting Defense spending, have been for a long time. However, there is a smart way to cut the budget and doing it on the backs of the troops themselves is a bad idea. There are plenty of multi-billion dollar programs that could be eliminated to get the savings needed. There are very little long-term benefits to a military career, but trust me when I say that the medical benefit is practically the single exception.

While I agree that we need to drastically cut the number of people in the military (standing force of around 100K total would be good), and I have no problem with some increased cost for medical benefits, they need to be god damn careful and not go too far.

I worked my ass off for years in the military. Was away from home for years, didn't get to be with my family, did crappy jobs for crappy pay, put up with more stupid bullshite than I can even start to list.....all in return for some pretty great benefits. I did my part, you try to take away from me now what I put up with all those years to earn...you are going to have a problem.

My medical costs have gone up every year since 2001. Drastically up. I'm lucky, I can afford it, many can not. 8 Rx's a day isn't unusual, and it costs $224 bucks a month now, cost $24 in 2001. There are retired vets that don't earn much more than 600 a month, and it costs more than a third of that just for their Rx's.

They need to cut money wasted on stupid weapons programs we don't need, and stupid ships we don't need, and stupid bases we don't need.....not increase the cost of staying alive to men and women who served and suffered so those ass holes in DC could wave the flag and drink cocktails with lobbyists.

I support our vets in very real and personal ways.

Over half the military cost is personnel, and those numbers are vastly increasing due to progress in our medical fields.

Soldiers that would have never survived now do, and then they are cared for, for the rest of their lives, which is pretty long these days.

Some abuse that system but they are small in number.

There is huge waste in the military, and I agree the smart cuts are in other areas.

A lot of what this is about also involves the dependents.

You know why we don't close so many military bases overseas.

Because the military men and especially those with dependents enjoy many privileges that they do not get if on US territory.

One example is medical care, if in the USA the dependents have to use civilian dentists and hospitals, but not when stationed overseas, there they get everything on base including the hospitals etc.

This is one (rather obscure) reason why this industry is draining us of our financial life blood, money.

The professional officers and enlisted men do not want to move back to the USA.

All that aside, we are in a fantasy land on how much of our GDP goes into defense.

While the military spends like drunken sailors and "Patriots" are willing to go fisticuffs over any mention of cuts, our share of debt vs GDP will reach Greek numbers in less than a decade.

Meanwhile we burn our money in the mideast going after freedom fighters (from their perspective you have to admit) all so our big oil companies can make record profits.

The sooner oil gets to $200/barrel the sooner we will wean off of it.

Nevertheless personnel is a huge factor, half the costs of the defense dept, when you consider long term costs of disabled people we could be talking 1/4 to 1/3 of our GDP.

It's past time for us to make shooting wars unfashionable again, bring back the draft even if you have to.

Gut gut the professional military that is bleeding us dry and invest in the infrastructure we need to fight the real war of the 21st century, a war of economic production.

We borrow money from China and piss it away on defense.

Cheap power is what we need, without it we are doomed.

I have alot of respect for the service men and women but you have to be smart and know that what you are going into and all the angles before you sign on that dotted line.  If you dont think you can survive on your pay grade then maybe the armed services isnt for you.  

Some of the people who sign up for the military even now sign up just because they have no other option. Theyre too dumb or think theyre too dumb to go to college and/or they just want a free ride through the military.  Thats not really the kind of person who would be typically ideal for the service anyways. 

But its the same reason that dead beats who work at dead end jobs like serving tables and then turn around and ask for an extra amount above what they are being paid in the form of a tip like they are entitled to it.  At least most of the service men and women have paid their dues and have actually done something to somewhat earn it.

My dad a retired Navy vet got free health care. All prescriptions and any out of pocket expense were based off a sliding fee based off his income. That was ten years ago not sure how it works now.

The military has to be cut, both in manpower and in overhead. It's insane how much we spend on the military in this country. Totally insane.

If you are trying to make a partisan issue out of this, give up. It isn't. No matter who is in power in DC, cuts are going to be made. You can get a bit partisan about where those cuts are made and how they go about them if you want. We found out during the Bush years in the middle of a couple of wars where Republicans will cut them. They cut benefits, raised costs to service people, attempted to destroy the VA health care system, and let our injured soldiers come home to roach infested beds.....and then they increased spending more than they cut it. Much more.

Democrats are much less likely to cut benefits drastically. Not because they are better or care more about the military....they aren't and they don't. They simply can't get away with doing as much as Republicans can, because no matter how Republicans screw over people in the military, their supporters keep waving the flag and screaming USA USA USA.....Democrats try that crap and they get their stupid asses handed to them.

This is patently false. When we were in the military (which was not too long ago), the only way you got to use a civilian doctor/dentist/hospital was if there was not a military one nearby. Or if you had to see some kind of specialist that they didn't have on-base. Otherwise, you saw a military doctor or you footed the bill yourself. And yes I'm talking about dependents here. Civilian providers cost more than the military providers do.

Might have changed since then, but based on comments from other family members who are in military families, I don't think so.

If anything, people don't want to move back to the USA because most overseas locations are cool. That's it in a nutshell. Who wouldn't prefer Germany or Japan over someplace boring like Ft. Hood Texas or Ft. Benning Georgia?

Oh and I also wholeheartedly agree that cuts are needed, heck I think that the military, while important, is LONG overdue a SERIOUS overhaul. I mean a fundamental change in the way we recruit and operate. I have some ideas on that subject but no time to go into them now.

oh yeah I do know how welfare works. And the sad thing is the people who LIVE for years and years and years actually study the welfare laws just so they can dodge anything that will interrupt their flow of cash. Usually that just stipulates them popping out baby after baby so they just get more and more government assistance even more than they need. Why do you think you see women hauling around 5-6 kids in a brand new cadillac and then you see them at the grocery check out lines paying with food stamps and goverment WIC coupons?

But sadly thats more research than most service men and women do. They think the military is just a big cash cow that will put them on easy street for the rest of their lives. And up until now it has been but not anymore. Its come down to the rub and the fat brass at the top you can believe wont change their style of living one bit. It will be the grunts out in the field who suffer the most with cheaply made armor and poorly constructed weapons. We have no one to blame but ourselves cause we are the ones who have let this government fraud and embezzlement of taxpayers money by politicians to go on for decades.

From the second article: The White House fact sheet says the administration “supports a generous health care benefit” but says co-payments for military beneficiaries “have lagged behind other federal and private plans.”

Yeah well guess what? The amount you pay military members has also "lagged behind" what federal and private employees make. Military gets paid peanuts compared to federal employees, don't have the option of quitting anytime they want, and put their lives on the line for the rest of us who would rather not.

I'll support this when the pay level for all military members can actually compare to private sector employees. When you figure in the hours they work and the job they have to do, even when factoring in the benefits- it still sucks.


It is a volunteer service remember if they don't like it, leave.

They get that chance every time they re-up, but then again they get a bonus.

It is about time we cut our military in half, it would solve our budget problems totally.

So the retired colonel and his family would have to pay ~$160/month instead of $40/month?

Still sounds like a pretty good deal to me. After all the colonel's family didn't serve in the military.

Doesnt sound that good though when you sensationalize it by putting it in terms of % instead of raw numbers.

I was just about to highlight that part too:

According to congressional assessments, a retired Army colonel with a family currently paying $460 a year for health care will pay $2,048.

Jeezus, that is some seriously subsidized health care. For a family of 4, we currently pay more per MONTH than a retired col. does for the year.
