Well, often times I would only receive a couple of plies of toilet paper (god this was brutal) so wiping the seat wasn't an option. So when it is a possibility I wipe the seat, if not I just go for it.

I can't tell you the number of times I have gone in to a bathroom and have found pee all over the toilet seat. Sometimes it looks like a pee thunderstorm came through and drenched the entire toilet.

I've wondered if it's that they are actually hovering and peeing on the seat, or are they standing up to wipe and dripping it then?
It's just hard to believe that so many people are perfectly fine pissing on the seat and then leaving it, where if you were wiping standing up you might feasibly not have seen it. Either way, it's nasty.
