My mutt is afraid of the water. He wants to come out and swim with me but it seems like the transition from standing to floating confuses him so he just attacks the waves instead.
Its hillarious.
He will spot a good rolling wave and go running at it full speed till he can bite it and bark at it.

We have bassets and dachsunds - who are terrible swimmers because of the way they are built. They sink rather then float.
People do it, but it's generally inadvisable especially if your basset or doxy has access to large bodies of water. They learn to swim with the tutelage of their humans and then drown when they attempt it on their own.
