As the LA Police Commission considered proposed changes to the policy at its Tuesday meeting, a Legislative Counsel Bureau analyst raised questions about the department's proposed changes. The bureau, which provides legal opinions to state lawmakers, states that once an officer decides to impound a vehicle of a driver who has never been issued a license, the vehicle should be impounded for 30 days. That's in contrast to Chief Charlie Beck's proposal, under consideration Tuesday by the commission. Under current law, if an unlicensed driver is stopped by police, the vehicle is impounded for 30 days -- a penalty that Beck said is too harsh in some circumstances. If a person does not have a license, but does have insurance valid identification and no prior convictions, the police chief's plan would follow a section of the state's vehicle code that allows the owner to be cited, then given a certain amount of time to have the vehicle retrieved. The proposal only applies to first-time offenders. 0:25 of the video but critics say a 30 day impound unfairly impacts illegal immigrants who can't get a drivers license".

Yeah, we've been through this before. It is too harsh considering drunk drivers can pick up their car the next morning. Until the law is changed so that you have to have a license to own a car, I think the state is overreaching here. It's a huge corrupt racket as well, which I have a huge problem with.

This is an update with new information, someone is stopping their stupidity. Luckily when the law was passed the Legislature did something smart and included an intent in the bill, the 30 day impound is meant to be punitive. A lower authority, like a local police chief, can not makes his own changes to the law, the state issues drivers licenses and they are the ones who decide the penalties.

It is an undue burden. I'm a tax-paying, law abiding (mostly) citizen. A 30 day impound bill would bury me. And I make an ok living. The impound is essentially a mechanism to transfer private property from one citizen to another. At the end of 30 days, if you can't pay the impound bill, they auction your car. It's an excessive punishment for a misdemeanor, citizen or no citizen.

It's pretty easy to avoid being in the country illegally and having your car impounded. I mean, you have to go waaaaay out of your way to have that happen to you.

Your insurance, if you had any, is not active if your license is not valid. If you don't have the money to get your car out of impound I guess if you have an accident the people you hit are really screwed aren't they, all because you were selfish and irresponsible enough to drive without a license.

Drunk drivers are not relevant to the discussion but I would give them an automatic 90 license suspension and impound their cars. Not having insurance is a big deal and another crime btw, others on the road don't deserve to pick up the slack because drivers without licenses don't feel the law applies to them. I love to hear people defend those with no personal responsibility.

If you have a license and it is suspended or revoked this doesn't apply to you, it only applies to people who have never had a license.

people accused of drunk driving can pick up their cars in the morning because they arent guilty of any crimes yet. illegals are, well, breaking the law by definition.
