Sex education is failing to reduce adolescent birthrates in conservative states, according to a new study.
Perhaps paradoxically, states with a majority conservative population and higher degree of religiosity tend to have higher teen birthrates. The findings suggest that the social structure of the state, such as the degree of conservatism, can undermine the effect of the sex curricula.
Just telling kids not to have sex doesn't work well?

I decided to do a little research.
One of the best sources for information about abortion is the Guttmacher Institute, found at www.guttmacher.org.
It is the research arm of Planned Parenthood, so it is an explicitly pro-choice site. However, the numbers they collect are so good that they are frequently cited by pro-life authors.
Their leading article is this:
Teen pregnancy at lowest level in nearly 40 years
Teen pregnancies have declined dramatically in the United States, as have the births and abortions that result. In 2008, the teen pregnancy rate stood at 67.8 pregnancies per 1,000 women aged 15–19, which was the lowest rate ever recorded, and 42% below the peak of 116.9 per 1,000 in 1990
Looking further I found that "Fifty-four percent of women who have abortions had used a contraceptive method".
This may be due to inadequate knowledge of how to use the contraceptive, or just failure of the chosen method. Either way, more than half of the women they see are using a method to stop pregnancy.
Red states may be lacking behind, I couldn't find any evidence to the contrary or in support of the OP's article.
Overall, however, it appears that sex ed is having a positive impact on teen pregnancies.

I have reviewed the curriculum my 2 boys have been assigned and have worked with their teacher on changes and the teacher has accommodated.
that's the beautiful thing about private schools. They recognize that you are valued customer unlike government indoctrination camps where you are viewed and treated as an enemy
