It appears that Barack Obama has again ignored the rule of law by signing a defense appropriations bill that prohibits him sharing vital United States leading-edge strategic US missile technology with Russia, yet he has told both houses of Congress that he plans to share the US missile technology anyway
Hmmm, big govt does what it does no matter what the law says.

The President is sworn to uphold the Constitution above all.
You are apparently one of the people my observation applies to.
The President does not have the authority to determine the Constitutionality of any law. That ability is specifically denied to the President and is vested solely within the purview of another branch of government (perhaps you've heard of it?)
Unless and until the law is stricken by the SCOTUS then that is the law of the land, and obeying that law is Not Optional.

If he feels like the law is unconstitutional why sign it? i don't approve of a president picking and choosing on bills. If you think it's unconstitutional then veto it. I think it's unconstitutional for the president to rewrite laws.
