There is a huge snow storm in the NW part of the U.S. I do not know where or who does the decal updates, but they could live there.

The storm is not that bad and the worst is over.. more of a storm in a tea cup and over hyped by the media (plus NW people are panic merchants) :-P ... there were only a few power outages in more remote area's and most of that has been fixed ... internet hasnt missed a beat for me up here in the NW :-)

I'm up in the NW also, but there is a lot more involved than a power outage for many ... digging out of our driveway consumed most of the afternoon lol
It IS true though that most around here, seeing a flake or two of white coming down, go into panic mode ... OR rush mode. Either way? They often don't end up where they originally intended  Just wish the phone company would figure out what's wrong with my phone ...
Decal would be nice too ... so I can get the bot back online!

We had 6-8 inches around the top end of Lynnwood ... last night I drove to Seattle and there was nothing at all ... it was interesting seeing people spinning out while I drove straight past them ... I'm from Australia and can drive my mustang past some SUV's :-) .... I dont think this was as bad as it was 3 years ago .. I'd just flown back in from Maui and there was so much snow they closed the airport down and taxi drivers refused to go into my area because they didnt want to get stuck ...down near Olypmia got hit pretty hard though ... I got to "work from home" the last few days so wasnt complaining :-) ... oh and my phone would not work earlier today too ... you on Sprint??
Any way back to the topic .... we just gotta wait for new mem locs ... maybe tommorow .. its been fun doing things manually .... kinda :-)

What all goes into posting the memlocs and updating decal after a patch? Is it something that only a dev can do? Or is it something that can be taught to just about anyone?

From what I understand, it's not something just anyone can do. I know those who created Decal are careful with the code, so no misuse can occur. Think we all just need to sit back, and enjoy playing AC as we used to do so many years ago ...

I am fine playing without decal for the most part but I miss mini map and target info. Also, listening to people beg for buffs in /cg gets old fast.I was just wondering if there was any way we could spread out the duty of updating the memlocs so it doesn't all fall on just 1-2 people.

Only haz and V can update the memlocs right now.
We were just spoiled in the past with V's insta-updates.
We must remember that they have lives outside of AC too.
I can't remember the last time memlocs took this long, thanks to V's speedy updates, but we can live without decal for a few until haz and V get a chance to update our free service.

I'm not too spoiled. I can remember the days when Decal updates took a few days. I remember when I would buff up my toons the day before patch day. Does anybody remember when ToD was released? (2005) Now-a-days most of my toons can self buff on the run. So this gives me an excuse to clean up my Magic bars..
(OH!  , where that eighth one come from??).
(In answer to one comment above .. Decal has no affiliations with Turbine.  )
My hat's off to Haz and VI for keeping this up! A lot of us really appreciate what they have done, and continue to do with Decal.

The game doesn't need them ... just makes it 'easier' for many to play.
Yeah, ToD broke Decal quite thoroughly ... wasn't it about 3-4 months before they were able to get a fully rewritten version of Decal up and running? Think the plugin I miss most, though, is GoArrow - nice to be able to look up coords to places!

was more like 6 months or 7 not 3 to 4 that ToD broke decal.
they also, as i recalled used the time to do some fixes to decal besides the adjustments to all the new message format/codings.
