I haven't found these anywhere. They are used in some of the new cooking recipes, and nobody seems to know where they are, not even Wowhead. The closest info is really some vague speculation:
"Apparently according to some people on the battle.net forums, one of the cat people in uldum is supposed to sell them, but i could not find them."
