I believe what this means, correct me if I'm wrong, is that small guilds that cannot get raid achievements aren't relatively "penalized"?

I think I'm in shock. That's a pretty even-handed approach to creating an equal-starting line.

I think that says that guilds will level on what they are doing, not what they can do...
