Subject: Decal makes AC load very slow or crash
I have this same problem on 2 computers, BUT a 3rd computer that does not have the latest windows updates including core XML services 4 and
root certificates still works fine, although uninstalling the update, kb973688 didn't help sad
Everything was working fine before the last windows update, coincidence?

No Dual client, just decal. Virus scanner, firewall diabled.

After selecting a world, I get an unresponsive black Asheron's Call window for about a minute, then the vials fill.
Clicking on Enter from the char. selection screen, it says "Entering World" for several minutes, screen is unresponsive (window can't be moved).

Finally, I get the AC window, I can see the decal bar and even click on the decal apps, but there is no data for any of the decal apps, e.g.
no quests in quest timer, no locations in Go Arrow, no trophies, etc. in Alinco.

The screen stays black all this time, no blue portal tubes, the link icon flashes yellow, then red for a while, then "Connection to server has been lost"

After starting decal, if I right-click on the tray icon and select Configure, it takes a long time for the screen to come up.
Looking at the denagent.exe process with Process Monitor, there are a number of errors, these are just some samples:

Many of these messages are repeated multiple times.

Without decal loaded, there are no delays and AC starts, loads and enters quickly.
With decal loaded and no plugins selected, the delays are still there, but eventually, I get in the game.
Enabling about 4 or 5 plugins (it doesn't seen to matter which ones) and I loose connection to the server.

With AC Dual client, with the max number of plugins enabled (3 or 4) to allow one login, I can see the bubbles of the 2nd toon the moment I click "Enter".
After a while, the bubbles vanish, the 2nd client window finally opens, the link icon flashes red and "Connection to server has been lost"

Same Windows version here, all the latest updates too and no problems. The only software difference in the export I can see is that you don't have the msvcr70.dll and msvcp70.dll

Also you say you get the problem only with 4 or more plugins active. Since you don't have too many plugins installed in total, 4 or 5 probably means on every try you had Radar Add-on and/or SkunkVision active on every failed login. If installing the above dll's doesn't help and you confirmed you have all pre-reqs installed mentioned on the sites for the plugins you use, you might want to go thru every combination of plugins and make sure it is really the amount of plugins and not a certain combination.

Turns out it was my DSL modem/router.
I rebooted that sucker and decal/AC/Dual Client works *much* better now happy
