Oh..
Even though decal is on. It's not showing in the game. Basically, there is no bar at all at the top of the screen for decal utilities.

I have installed all the req. But still when I switch char, the AC just crashes with decal on..

I know this doesn't make a difference in your running decal, but you're violating the license agreement for Mule Trade It!.

I actually think Mule Trade It! is different as it is a plugin Gouru inherited from somewhere else. I think it is one of the only It! plugins that doesn't have the same EULA.
Regardless... as for the Decal issues itself, I'd make sure you've hit Windows Update and installed everything you can. Once you've done that, run a Clean Uninstall of Decal using the steps outline on the ACDev Forums for a Clean Uninstall, then re-install it again using the normal method.
Hopefully then you'll have everything installed properly.
