There is a client already running on this machine. It is not possible to run two clients...
This error means your client.exe is not patched for dual logging. Go to Patch Client...
Where do I find Patch client?

In dual client, go to options and check enable injection.
Maybe you don't have the latest, also? http://acdualclient.drakier.com/
You should really post an export if you have Decal installed.

Is ACDualClient turned on right now?
If ACDualClient were turned on and Injection was properly enabled, there would be an ACDCClient.exe in your launcher settings rather than ACClient.exe.
Double check that Injection is enabled (try disabling it and re-enabling it just to be sure). Also check the options to make sure that Polling, Hooks, and Filter Path Detection are also enabled.
If Injection is enabled, make sure that the Dual Client patch on the Login tab is also enabled (uncheck and re-check just to be sure)

Okay, I re-enabled injection, checked polling and hooks (they were not on) and still getting the "can't run two clients" game error. updated decal, here's a new export and thank you sir for your help!! I am a bit computer stupid, so keep that in mind, lol.

Found another problem, if I use dual client to login, decal/plugins don't show up when I log a character in. I have tried by both checking the decal box on dual client and by turning on decal myself. and still can't get more than one client to run at a time. Are these 2 problems related maybe?

I am on as administrator, I am running Windows XP Professional 64 edition, so not vista but still 64 bit, so I have 2 program file folders, one that is 64 and one that is 32bit (progam x86)
All the turbine items are in the x86 but Dual client is in both program and x86

I seem to remember that you have to install to a location OTHER than Program Files.
Try installing Decal and ACDualClient to a different folder like C:\AC\ or C:\ACDualClient and C:\Decal 3.0 or whatever.
I have limited experience under 64-bit so I can't really be of much assistance.
The errors you're having are both resulting from ACDualClient not injecting properly. It will keep the client from being patched AND keep Decal from loading while ACDualClient is loaded.
You need to get ACDualClient to perform injection, and I know some people are able to do it. I think just installing to a different folder outside of Program Files worked for them, but you might just need to install ONLY to x86 if it doesn't work.

Sounds like possibly the filter was not installed fully or properly. Can it be checked in Decal?

checked in decal but still not checked nor able to check in dual, I used dual for past 2 weeks after patch not working.
reinstalled both items
works now after a reinstall for dual (decal plugins still won't install??)
i had a rogue acclient running which didn't allow dual to work (I looked in task mgr)

I had the same problem as the original poster, check your tak mgr to make sure extra clients are not running.

Go to your Services list and set Protected Storage to Automatic and make sure it is running.
I see it is marked as Manual in your Export which means it could potentially be not running.

just to give an update and for anyone running same OS as me (winxp64) I reinstalled dual client, had it run as XP (not sure if that was neccessary or not) and made sure it went to Program x86 and corrected the path to AC as program x86 during install/setup and it works just fine! just needed to retype the path as the defaults during set up just look for program file as opposed to program (x86). Hope that makes sense and thanks for your help!
