Plugin errors since hotfix

Roughly 25% of the people that I interact with, who use Alinco and Skunkvision are reporting that both seem to be broken since the hotfix. However, others are having no problems whatsoever. For my machine personally, I know I changed nothing prior to or during the hotfix times.
Alinco reports repeated errors and stops recording after 10, I believe.
Skunkvision simply isn't working and doesn't allow access to the settings sliders.
Myself and one other person are having problems, and our spouses, with the same settings, are having none.
I have enabled Decal only, individual plugins, repaired Decal and ALL plugins, reinstalled Decal, Alinco, and Skunkvision.

locate the user.config file
C:\Documents and Settings\Paloma\Local Settings\Application Data\Turbine,_Inc.\
DefaultDomain_Path_3t0esu4si1oa1nl2zfttakwzwpeb0szd\00.00.11.2900\user.config
and delete it (or rename to be save) as it seems to be a corrupted file
You might have to change the folder view options to find it (show hidden and system files)
Alinco doesn't even store its settings there but somehow the .net xmlserializer does depend on it.
