As has been stated MANY times, Decal needs to be ran as Administrator on Vista.

This looks like a problem that I've had running Decal on Vista (as it appears that you are trying to do based upon the information from the export).

I solved it by exploring to the C:\Program Files\Decal 3.0\ and changing the properties on both DecalUtil.exe and DenAgent.exe and setting them both to "Run as Administrator". That's probably overkill (and you probably don't need to change both of them), but it got me running. It has the side effect of bringing up the UAC prompt every time I start decal, but I consider that a small price to pay.

If you want to set a program to "Run as an administrator", you right-click on the program file from the File Explorer and choose the Properties selection on the resultant menu. You then choose the Compatibility tab on the dialog box that comes up. Near the bottom of the Compatibility tab is a check box for "Run this program as an administrator".

I have not experimented with the Windows XP compatibility mode options available within the same dialog box. They may also help, but I don't know that.
