Start regedt32, navigate to that key, and check to make sure the permissions are set. On as side note, I was getting errors trying to update the new Decal right after I installed it on both my computers. Turned out that the permissions for the Decal program folder on both computers were blank. Somehow the permissions for the folder got messed up on both.
